Are the more efficient privately owned banks being unfairly marginalized compared to their state-run counterparts in the regional and Greater China banking market?

1. The domestic banks with state ownership and the privately owned banks comply with the same banking regulations and are under equivalent supervision of financial structure, business, and regulatory compliance. Concerning the management of the state ownership, the state-owned banks are further governed in the matters of their personnel, budget, and business plans by the Ministry of Finance.
2. Regarding the privately owned banks in the Greater China banking market, the Cathay United Bank and China Trust Bank have been given approval to set up branches in China. Moreover, the E.SUN Bank has been given approval to set up a representative office in China.
