Explanation of the Types of Dual Identification Certificate Documents Required for Processing a Deposit Account Opening (DBU) in Article 13, Paragraph 1, Subparagraph 1 of the Regulations Governing the Deposit Accounts and Suspicious or Unusual Transactions

The explanation of the types of dual identification documents required for processing a deposit account opening application (DBU) in Article 13, Paragraph 1, Subparagraph 1 of the Regulations Governing the Deposit Accounts and Suspicious or Unusual Transactions is as follows:
1. Individual accounts:
(1) Where the applicant presents an ID card, he/she shall also provide other documents which can verify his/her identity, such as a National Health Insurance Card, passport, driver’s license, or student ID card.
(2) Where the applicant presents a resident certificate issued by National Immigration Agency, he/she shall also provide other documents which can verify his/her identity similar to the preceding subparagraph.
(3) Where the applicant is a foreign natural person or national without household registration who does not hold a resident certificate, he/she shall provide the foreign passport with a valid entry visa (or seal) or the Overseas Compatriot Identity Certificate issued by Overseas Community Affairs Council as well as the Record of ID No. in the Republic of China.
(4) Where the applicant is from Mainland China and does not hold a resident certificate, he/she shall provide an entry/exit permit issued by National Immigration Agency, the Record of ID No. in the Republic of China, and other documents which can verify his/her identity.
2. Non-individual accounts:
(1) Entities that have obtained certification documents from the domestic registration authority shall submit the certification documents from the domestic registration authority and certification documents such as the meeting minutes from the board of directors meeting, the articles of incorporation, or financial statements.
(2) Foreign (including Mainland China) entities that have not obtained certification documents from the domestic registration authority shall submit the following documents:
a. Proof of registration of the legal entity.
b. Identification certificate of the legal representative.
c. Authorization letter for the legal representative or agent issued by the legal entity.
d. Notification of unified business number assignment approved and issued by the regional tax collection authority
(3) Where a domestic financial institution processes the opening of an NTD account of a foreign financial institution with which it has correspondent banking relations, it may use the annual report or financial statements in lieu of the aforementioned certification documents for the legal entity or legal representative.
3. This Order shall become effective immediately. The FSC's Jin-Guan-Yin (1) No. 0938011385 Order dated August 4, 2004 shall be abolished immediately.
