The FSC announced the List of the 2025 Domestic Systemically Important Banks
2025-11-04
The Financial Supervisory Commission (FSC) announced that the list of 2025 domestic systemically important banks (D-SIBs) remains unchanged from 2024, including CTBC Bank, Taipei Fubon Commercial Bank, Cathay United Bank, Taiwan Cooperative Bank, Mega International Commercial Bank, and First Commercial Bank.
To ensure the soundness of the banking system in supporting the development of real economy and to enhance the risk-bearing capacity of systemically important banks in Taiwan, reducing the impact of their business risks on the financial system, the FSC, the Central Bank, the Ministry of Finance, and Central Deposit Insurance Corporation (CDIC) formed a task force to develop the designation framework of D-SIBs and enhanced supervisory measures. In December 2019, the FSC amended the "Regulations Governing the Capital Adequacy and Capital Category of Banks" and issued the "Directions governing the identifying indicators and requirements for domestic systemically important banks," by which the systemic importance score of domestic banks is calculated and the D-SIBs are designated.
According to the regulations above, banks designated as D-SIBs must, starting from the year following their designation, phase in the 2-percentage-point additional regulatory capital requirement and the 2-percentage-point additional internal capital requirement at the end of each year over a four-year period (to address the impact of the pandemic and strengthen the banking sector's intermediary functions to support the real economy, these D-SIBs have been permitted to complete the allocation of the additional internal capital requirement from 2022 to 2025), report the "Contingency plan for business crisis" to the competent authority, and pass the two-year scenario stress test each year.
The FSC states that the capital adequacy ratios of the six D-SIBs currently meet the final capital requirements, and they have submitted the "Contingency plan for business crisis" to the FSC, along with the Pillar 2 supervisory review document, for joint review by the FSC and CDIC. In addition, all Pillar 2 stress test results reported by D-SIBs in 2025 met the minimum requirements for both assessment periods.
D-SIBs are leading banks in the financial market. The FSC expects that the six D-SIBs can take on greater responsibilities and missions for financial stability and enhance the stability and soundness of the financial industry through their business operations, conduct, and corporate governance.
