On September, 30, 2016, the FSC introduced “the Program to Encourage Lending by Domestic Banks to Enterprises in Key Innovative Industries” to encourage domestic banks to actively extend loans to enterprises in key innovative industries under the precondition of taking proper risk control. Eligible loan recipients include enterprises in 7 key innovative industries, namely green energy technology, “Asia Silicon Valley”, medical biotechnology, national defense, smart machinery, “new agriculture”, and recycled economy.
 
The program will be implemented in third phases from October 1, 2016 to December 31, 2019.
 
The first phase was from October 1, 2016 to December 31, 2017, targeting loan amount increased by NT$ 180 billion. As of the end of December 2017, the total loans extended by domestic banks under the program amounted to NT$ 4.82 trillion. Compared to the end of September 2016, the loans increased by NT$ 367.6 billion and reached 204.22% of the target for the first phase.
 
The second phase was from January 1, 2018 to December 31, 2018, targeting loan amount increased by NT$ 200 billion. As of the end of December 2018, the total loans extended by domestic banks under the program amounted to NT$ 5.25 trillion. Compared to the end of December 2017, the loans increased by NT$ 201.1 billion and reached 100.58% of the target for the second phase.
 
In order to encourage domestic banks to actively extend loans to enterprises in key innovative industries, the FSC consider the implementation of the second phase and the future economic growth ,and continue to introduced“ Program to Encourage Lending by Domestic Banks to Enterprises in Key Innovative Industries(Phase 3)”,and set the expected growth target NT$200 billion of 2019.
